you can do something like that: download all the plugins, then delete them on the server. Do the same with the themes, keep one default WordPress theme. (You can restore them later) If the server still returns 500 error then it must be a pb with the WordPress core files. the pb with reinstalling WordPress is the content (media files + database).
I was hacked, then cleaned the site up, updated to 6.9 and can no longer log in

The only way to know more about the crash is if you can get your hands on the error log. Also, if you can restore a prev "last-known-good" backup

I'm not sure if your current version is hacked or not. A wordPress upgrade does not erase the plugin.
