Does not matter if you use a Gutenberg block or the Elementor widget, you still have the filter category attribute in its settings where you can paste the slug of a category or multiple categories including portfolio items belonging to this specific gallery.

the pb is the following : you applied the filter to the entire page but the page itself is not a portfolio page template. The filter should be applied to the parallax gallery which is the block displaying portfolio items:
