1. with custom fonts plugin - if you are using google fonts it's the same as as including as directly linking google fonts
with custom fonts the font files are sent from your server.
You have more control, I would say

It's not necessary to use Custom Fonts Plugin, most of the time work well with Gutenberg. Plus you have the customizer -> typography section that let you change the fonts for elements on the fly.
