Because actually I've it deactivated and looks already smooth. I tried to test ON and OFF but I can't really see a difference. Maybe you can explain it to me in a better and quick way :)
As the name suggests, it enables a js library that's taking over the normal scroll - it adds a bit of finesse to original scrolling. You cam keep it off, if you like.
