Where does the first category section draw headers from in the 'Customize' Menu section

While working on categories in the 'Customize' area, there are two
'Category' sections. One draws from the filter set, but the other ? Cant seem to find the source or edit/delete stuff...
Kindly find an image attached...

They could be blog categories as opposed to portfolio categories
