The background video in showcase slides and hero section requires self hosted videos. So you need to upload the videos somewhere online and provide direct links to them. It does not work with youtube or video links.
Vimeo has a special type of membership which allows direct access to video links.

I did exactly what you said i put the video on vimeo and copy the url on the hero video but nothing happen i hat an error 404

two things:
you should upload a hero image in portfolio item options and
the links you have provided as video links are not self hosted, direct video links
for example if you have a mp4 and/or webm file and you upload them somewhere online, the UR"s to them are the links to video files.
So the direct links tp mp4 and webm files - they have to be online

And if you don't want to pay for hosting, isn't there any other way to put the video?
The vimeo link is a link to the vimeo player, not the link to the actual media files.
You can upload , for example, your mp4 and webm files to the WordPress media library
