Disabling elastic scroll

In Chrome, when scrolling past the max y distance of content, I get an elastic scroll behavior where content will pull to a scroll position and then snap back in place. How do I disable this? I've noticed it happens on mobile as well. It doesn't happen when you first load the website, but if you try loading a page and scroll while the page is loading, it enables this elastic behavior.

I've attached screenshots showing what I mean. The first image shows the elastic behavior when I scroll past the footer content. The black is the color of the page below the content. The second screenshot shows the elastic behavior when I scroll above the header content.

Hello Jon, on my desktop chrome both home page and the about page I could not reproduce the problem scrolling to the top or past the bottom, it simply stops where is should.

On the other hand MACs have this bounce effect on scroll in any browser

    Thank you.
